State Vehicle Fleet
The State Vehicle Fleet is constituted as an Autonomous Organization as provided for Act 40/2015 of October 1st on the Legal Regime of the Public Administration, and is attached to the Ministry of Finance, through the Sub-secretariat of the Department.
Its structure and operation are regulated by virtue of Royal Decree 663/2022 of August 1st, which enacts the By-laws of the Autonomous Organization of the State Vehicle Fleet.
The State Vehicle Fleet, an Autonomous Organization as provided by section 17 of its by-laws, is governed by two governing bodies; the President and the Governing Board. The President of the organization is the person who holds the position of Sub-Secretary of the Ministry of Finance, who shall also chair the Governing Board. Such Governing Board shall be composed by a chair, a vice-chair, a secretary and a maximum of 12 members, as established by section 19 of the aforementioned by-laws.
The executive bodies that constitute the organization are the General Directorate and four sub-directorates, as described in sections 21 to 28 of the by-laws. The holder of the position of General Director shall be the vice-chair of the Governing Board. The General Secretariat, the General Subdirectorate for Official Mobility, the General Subdirectorate of Official Mobility, the General Subdirectorate for Financial Management and the General Subdirectorate for Human Resources.
This organization is under the continuous supervision of the Ministry of Finance through the General Comptroller of the State Administration pursuant to the provisions of article 85.3 of Act 40/2015, of October 1st.
As specified in Articles 5 a 8 of Royal Decree 663/2022, of August 1st, the State Vehicle Fleet, an Autonomous Organization, administers the motor vehicle services not only of government, public bodies and other public law entities, attached to or dependent on the General State Administration, but also of the Constitutional Organs of the State, when these so require.
Specific services provided:
- Representation services for senior officers of government and public bodies and other public law entities, attached to or dependent on it, as well as for the Constitutional Bodies of the State.
- The general and ordinary services that may be required by ministerial departments and other government public bodies.
- The extraordinary services that may be required, on a specific and occasional basis, by the recipients of the foregoing services, by means of the appropriate economic compensation.
Besides, Act 15/2014, of September 16, on on the rationalisation of the public sector and other forms of administrative reform attributes to the Autonomous Organization of the State Vehicle Fleet the management of the Registry of Vehicles of the Spanish Public Sector (IVO), acting as the service harmonization body with regard to the determination of type, model and characteristics of vehicles. Chapter 12 of the By-laws of the Autonomous Organization of the State Vehicle Fleet includes certain provisions regarding the structure and organization of such registry.
